June 9 meeting minutes were approved.</p>
<p>PSA<br />
•	2 versions of the 28 second PSA were shown and are already on the city television station<br />
•	the 2nd version with more verbage is preferred<br />
•	this PSA is intended as a 30 second awareness blast and to celebrate cycling in Huntsville, not an educational video<br />
•	the following recommendations were made for future PSAs: make the focus on motorists sharing the road but still include a couple of seconds about the responsibilities of cyclists, show cyclists acting and being treated as operators of vehicles instead of a group ride on a closed course, focus on commuting or transportation in general<br />
•	the video will be distributed to the city’s media council</p>
<p>City Website<br />
•	the subcommittee has not completed its action item<br />
•	Rex Reynolds said Trent will assist with creating a conduit to get information to the city quicker, so the subcommittee will not have to create PDFs for each update and use the form<br />
•	Clint Patterson will email Rex the immediate changes to the website ASAP<br />
•	the subcommittee will handle the detailed issues after the system is set up<br />
•	additional items to add include the following: link to show LAB classes, the bike map, similar content to what other cities have</p>
<p>Grants<br />
•	James Moore sent the RFP for CARS to ALDOT, ALDOT asked for a revised work plan and James sent it, ALDOT has not yet responded on that<br />
•	Cecil Colson at ALDOT says the work plan will probably be approved this time<br />
•	James received a BIKESAFE book and CD from FHWA in Montgomery, and they said they will provide more if it will help with CARS<br />
•	the TIGER grant subcommittee will be established later</p>
<p>LAB Bicycle Friendly status<br />
•	the subcommittee will prepare to apply for Bicycle Friendly Status for February 2011<br />
•	Jo Somers will begin collecting relevant information from Traffic Engineering</p>
<p>Bylaws<br />
•	James Moore distributed a 3 page draft of bylaws for the committee to review</p>
<p>Parking Ordinance<br />
•	Dave Stone went to the public hearing and was the only member of the public that spoke<br />
•	the bicycle parking ordinance was passed<br />
•	voting was postponed until the next meeting for the entire parking ordinance</p>
<p>LAB Memorial Fund<br />
•	the Bayler family would like for the donations collected in lieu of flowers to go to a scholarship fund for training new LCIs in the area; money collected from BASC members will be added to this<br />
•	Dave Stone’s recommendation for funding was 2 SCCC, 2 BASC, and 1 from another city in north Alabama<br />
•	Traffic Skills 101 is a prerequisite that costs $50 and will be offered August 21 at Safety City; the course will also be offered September 25 in Birmingham<br />
•	the list of LAB classes should be posted on hsvbike also<br />
•	this scholarship opportunity and the prerequisite and dates should be advertised on hsvbike and the city bike page so that potential applicants can be ready<br />
•	we need to look into how to more effectively market this to non-traditional cyclists<br />
•	Ken Rex suggested OSHA classes at UAH and James Moore suggested summer classes at UAH; Scott Erwin will advertise to parents through Safety City<br />
•	Bradley Adams will invite an official from the state troopers to a BASC meeting and investigate getting an officer training program on cyclists added like HPD has<br />
•	Peter Hannah would like to have a segment added to traffic school that offenders attend</p>
<p>Progress Report from Traffic Engineering<br />
•	part of Max Luther Dr was recently resurfaced; now 4/10 mile has bike lanes; the intersection and right turn lanes will be marked per MUTCD recommendations<br />
•	Traffic Engineering considers every new resurfacing projects for retrofit bike lanes<br />
•	Ken Rex will make a request for Share the Road signs around the jetplex on behalf of Mike and Sharon, and money from SCCC members may be used for this project<br />
•	approximately 104.6 miles of bike routes have the green and white signs, 87 miles are left<br />
•	12 boxes of bike maps are left; Jo Somers has been collecting comments but does not have many</p>
<p>Pro Bike/Pro Walk<br />
•	James Moore may attend<br />
•	Jo Somers is attending</p>
<p>Police Reports<br />
•	on July 4 around 8:52pm a cyclist was struck by the passenger mirror of a 4 door maroon vehicle while driving northbound on Triana Blvd near 14th Ave; it was a hit and run with injuries, so it is an automatic felony if the motorist is caught; the victim is a 57 year old homeless man</p>
<p>Mayor’s Ride<br />
•	thank you notes were sent to Earth Fare, Microwave Dave, and Scallywags</p>

<p>PSA Update<br />
•	the PSA has insufficient content<br />
•	a motion was made to establish a PSA subcommittee, Marjorie, Peter, and Dave are the members<br />
•	the subcommittee has an action item to talk with Blake about adding content to the PSA or making another PSA more similar to the Baton Rogue one with a deadline of the next meeting</p>
<p>Grants<br />
•	Marjorie, Jamie, and Jo have a finished product and will email it to everyone on the committee, and James Moore will process it then send to ALDOT<br />
•	Jamie will distribute information about alternative funding sources with no deadline for application to committee members<br />
•	TIGER II grants will not be pursued for the current round<br />
•	a motion was made to establish a TIGER grant subcommittee, James Moore will investigate who should be on it</p>
<p>Parking Ordinance<br />
•	Lisa Leddo sent the May 13 copy to all relevant parties, and the public input so far has been positive</p>
<p>LAB Bicycle Friendly status<br />
•	the previous application was in 2007<br />
•	a motion was made to establish a Bicycle Friendly Status subcommittee because reviewing the requirements and what needs to be addressed most will be beneficial even if the status is denied; Marjorie, Jamie, James, and Jo are the members<br />
•	the subcommittee will prepare to apply this August<br />
•	the subcommittee will address who to get to review the application</p>
<p>Traffic Engineering Progress Report<br />
•	Rex distributed a handout on types of bicycle racks that he was given<br />
•	bicycle racks are in the northwest corner of the courthouse square and across the street from the south side<br />
•	an amended ordinance for downtown will allow for expansion of seating on the sidewalk for businesses, and this will limit where bike racks can be placed<br />
•	there was an action item to look for the list of locations for bike racks in old minutes, Clint will check on OpenCycleMap for additions<br />
•	bicycle traffic counts at the Mayor’s Bike Ride differed by 3 between hand counts and camera counts, and the tube counts differed drastically<br />
•	the city owns 1 camera for these counts, and the manufacturer is excited about working together on a PR project since no other city has used this device for counting bicycles</p>
<p>New BASC Member<br />
•	SCCC should decide on a new community affairs officer and/or who they want to represent the club on BASC before proceeding<br />
•	a motion was made to establish the bylaws review subcommittee, Rex, Peter, and John are the members<br />
•	the subcommittee will decide on parameters and bylaws for BASC, including if we want another member or not and who that member should represent<br />
•	James wants us to remain open to a new member or members at large<br />
•	Marjorie has an action item to educate new members about what the committee has been doing</p>
<p>Police Reports<br />
•	no crashes have been reported recently</p>
<p>Road Suitability Map<br />
•	Marjorie wants a road suitability map for the entire MPO area and has someone to help with the cartographic part<br />
•	Jo anticipates that Richard Grace, the new county engineer, will help a lot with this<br />
•	the entire MPO area is beyond the scope of this committee for now<br />
•	Clint Patterson will send Jamie the criteria that he used for determining road suitability for the map he generated and posted on hsvbike since all BCI data are not available</p>
<p>Mayor’s Ride<br />
•	a motion was made for Michael Holderer to officially thank Microwave Dave &#038; The Nukes and the Mayor for hanging out for a while before and after the ride and talking, Peter will sign</p>
<p>Pro Bike/Pro Walk<br />
•	Jo is registered<br />
•	the city has insufficient funds to send people from Planning or other departments<br />
•	avenues for getting money donated to BASC, such as for attending conferences, was discussed, and the bylaws subcommittee will discuss more if necessary<br />
•	Alabike may be able to donate money for this</p>

•	Drafted by Michael Holderer, will be read at May 13 city council meeting<br />
•	The resolution will be submitted to councilman Kling tomorrow morning<br />
•	City council secretary will modify wording if that is necessary<br />
•	Peter Hannah will e-mail Rex Reynolds about a moment of silence before the ride and the Mayor mentioning Sharon and Mike Bayler after the proclamation<br />
•	Marjorie Holderer made a motion that BASC make a donation to the League of American Bicyclists in lieu of flowers</p>
<p>Media and Promotion<br />
•	The media release by Trent Willis is complete<br />
•	Bradley Adams will follow up on Fleet Feet<br />
•	All media releases by the police department are complete<br />
•	The WLRH PSA is complete and is currently being aired</p>
<p>Event Footprint and Route<br />
•	Rodney Baker confirmed that the municipal parking garage will be open<br />
•	Rodney will make sure the Engineering building is open<br />
•	Michael Holderer will bring signs for parking, restrooms, etc<br />
•	Power has been confirmed and will be verified at the outlets before Saturday</p>
<p>Tents/Chairs/Tables/Water<br />
•	Lou Hovatter will bring all items and an assistant around 8<br />
•	Teresa Fitzpatrick volunteered for setup, we should try to find other volunteers<br />
•	Scott Erwin will bring 6 cases of water<br />
•	Rodney Baker will ask Lou Houvatter for 2 coolers with ice and verify what items she is bringing<br />
•	Michael Holderer will bring water coolers and an ice scoop<br />
•	Tim Barnack will bring a few hundred paper cups<br />
•	Garbage and recycle bins will be there<br />
•	Jamie Miernik will bring the AlaBike tent and run it</p>
<p>Mayor Battle and City<br />
•	Jo has an action item to check with Trent Willis on an updated proclamation<br />
•	James Moore will bring a mounted bike map and BASC logo<br />
•	Jo Somers will bring information on traffic signal sweet spots, 3 boxes of bike maps<br />
•	James Moore will bring 2-4 additional easels for display of other documents<br />
•	Rodney Baker will discuss the pace with Mayor Battle and the pace car driver</p>
<p>Miscellaneous Items<br />
•	Teresa Fitzpatrick will bring 150 buttons<br />
•	Tim Barnack has 500 wristbands and 500 waivers and will try to bring a box of pens<br />
•	SCCC PA system will not be used; Microwave Dave will bring his sound equipment<br />
•	Michael Holderer will check with Microwave Dave about playing, participating in the ride, then playing afterwards<br />
•	Marjorie, Tim, Peter, and Rodney and family volunteered for registration<br />
•	Robert Fitzpatrick will be the emcee for the event<br />
•	Michael Holderer will try to find SCCC tickets for door prize drawings<br />
•	Rodney Baker will find the POC for the city for the ride<br />
•	3 or 4 bike counts have been conducted, and a variety of methods will be tested for accuracy and efficiency at the Mayor’s Bike Ride</p>
<p>Safety<br />
•	Clint Patterson, Jamie Miernik, and Teresa Fitzpatrick will bring floor pumps<br />
•	Jamie will put the ABC Quick Check in the script for the emcee<br />
•	Trailhead is unable to send a mechanic due to Dirt, Sweat, and Gears<br />
•	The emcee will summarize the rules of the road, how to follow the lead car, obeying police officers, and other safety concerns right before the ride<br />
•	Atypical pedal cycles will only be removed or banned when they present a safety hazard</p>
<p>Door Prizes<br />
•	Jamie Miernik proposed that we get door prizes and draw for them at 11<br />
•	Benjo of Scallywags will have donations of bike and coffee items for the door prizes<br />
•	Clint Patterson will ask Earth Fare about donating door prizes<br />
•	Marjorie Holderer will check with Fleet Feet and Bicycle Works about prizes<br />
•	Jamie Miernik will check with Bicycles Etc and Trailhead about prizes<br />
•	Clint Patterson made a motion to write a random number selector without replacement for use with the wrist band numbers, it should be modified after registration with the final participant number</p>
<p>Schedule<br />
•	Volunteers are needed and should arrive at 8<br />
•	Vendors can start at 8 and should be ready by 9<br />
•	Registration and events start at 9<br />
•	Ride starts at 10<br />
•	Door prize drawing is 11<br />

•	Jo Somers will bring 3 boxes of bike maps, Clint Patterson will notify<br />
•	James Moore will bring 2-4 additional easels for display of other documents</p>
<p>Miscellaneous Items<br />
•	Marjorie is working with Teresa Fitzpatrick to produce 300 buttons<br />
•	Tim Barnack will get 500 wristbands and print 500 waivers, Marjorie Holderer will email him the document for the waiver<br />
•	SCCC PA system will not be used; Microwave Dave will bring his sound equipment<br />
•	Michael Holderer will check with Microwave Dave about playing, participating in the ride, then playing afterwards<br />
•	Clint Patterson will check with Trailhead about send a mechanic 9-10<br />
•	Michael Holderer will be MC for the event<br />
•	Michael Holderer will try to find SCCC tickets for door prize drawings<br />
•	Rodney Baker will find the POC for the city for the ride</p>
<p>Door Prizes<br />
•	Jamie Miernik proposed that we get door prizes and draw for them at 11<br />
•	Benjo of Scallywags will have donations of bike and coffee items for the door prizes<br />
•	Clint Patterson will ask Earth Fare about donating door prizes<br />
•	Marjorie Holderer will check with Fleet Feet and Bicycle Works about prizes<br />
•	Jamie Miernik will check with Bicycles Etc and Trailhead about prizes<br />

<p>Schedule<br />
•	Volunteers are needed and should arrive at 8<br />
•	Vendors can start at 8 and should be ready by 9<br />
•	Registration and events start at 9<br />
•	Ride starts at 10<br />
•	Door prize drawing is 11<br />
•	Events end at 11:30<br />
•	Take down is 11:30-12<br />
•	Clint Patterson will inform Earth Fare of the schedule</p>

•	Clint Patterson will advertise the ride and put the BASC logo on hsvbike.com<br />
•	Benjo Clark will send the Scallywags logo for use with ride advertisements<br />
•	Rodney Baker will find the POC for the city’s website<br />
•	Clint Patterson will with the city website POC on advertising the Mayor’s Ride, updating bike plan links, updating the member list, linking the bike map pdfs, adding the new BASC logo, and updating other content on the city bike page</p>
