Meeting was called to order at 5:02 pm.

Minutes
June 9 meeting minutes were approved.

PSA
• 2 versions of the 28 second PSA were shown and are already on the city television station
• the 2nd version with more verbage is preferred
• this PSA is intended as a 30 second awareness blast and to celebrate cycling in Huntsville, not an educational video
• the following recommendations were made for future PSAs: make the focus on motorists sharing the road but still include a couple of seconds about the responsibilities of cyclists, show cyclists acting and being treated as operators of vehicles instead of a group ride on a closed course, focus on commuting or transportation in general
• the video will be distributed to the city’s media council

City Website
• the subcommittee has not completed its action item
• Rex Reynolds said Trent will assist with creating a conduit to get information to the city quicker, so the subcommittee will not have to create PDFs for each update and use the form
• Clint Patterson will email Rex the immediate changes to the website ASAP
• the subcommittee will handle the detailed issues after the system is set up
• additional items to add include the following: link to show LAB classes, the bike map, similar content to what other cities have

Grants
• James Moore sent the RFP for CARS to ALDOT, ALDOT asked for a revised work plan and James sent it, ALDOT has not yet responded on that
• Cecil Colson at ALDOT says the work plan will probably be approved this time
• James received a BIKESAFE book and CD from FHWA in Montgomery, and they said they will provide more if it will help with CARS
• the TIGER grant subcommittee will be established later

LAB Bicycle Friendly status
• the subcommittee will prepare to apply for Bicycle Friendly Status for February 2011
• Jo Somers will begin collecting relevant information from Traffic Engineering

Bylaws
• James Moore distributed a 3 page draft of bylaws for the committee to review

Parking Ordinance
• Dave Stone went to the public hearing and was the only member of the public that spoke
• the bicycle parking ordinance was passed
• voting was postponed until the next meeting for the entire parking ordinance

LAB Memorial Fund
• the Bayler family would like for the donations collected in lieu of flowers to go to a scholarship fund for training new LCIs in the area; money collected from BASC members will be added to this
• Dave Stone’s recommendation for funding was 2 SCCC, 2 BASC, and 1 from another city in north Alabama
• Traffic Skills 101 is a prerequisite that costs $50 and will be offered August 21 at Safety City; the course will also be offered September 25 in Birmingham
• the list of LAB classes should be posted on hsvbike also
• this scholarship opportunity and the prerequisite and dates should be advertised on hsvbike and the city bike page so that potential applicants can be ready
• we need to look into how to more effectively market this to non-traditional cyclists
• Ken Rex suggested OSHA classes at UAH and James Moore suggested summer classes at UAH; Scott Erwin will advertise to parents through Safety City
• Bradley Adams will invite an official from the state troopers to a BASC meeting and investigate getting an officer training program on cyclists added like HPD has
• Peter Hannah would like to have a segment added to traffic school that offenders attend

Progress Report from Traffic Engineering
• part of Max Luther Dr was recently resurfaced; now 4/10 mile has bike lanes; the intersection and right turn lanes will be marked per MUTCD recommendations
• Traffic Engineering considers every new resurfacing projects for retrofit bike lanes
• Ken Rex will make a request for Share the Road signs around the jetplex on behalf of Mike and Sharon, and money from SCCC members may be used for this project
• approximately 104.6 miles of bike routes have the green and white signs, 87 miles are left
• 12 boxes of bike maps are left; Jo Somers has been collecting comments but does not have many

Pro Bike/Pro Walk
• James Moore may attend
• Jo Somers is attending

Police Reports
• on July 4 around 8:52pm a cyclist was struck by the passenger mirror of a 4 door maroon vehicle while driving northbound on Triana Blvd near 14th Ave; it was a hit and run with injuries, so it is an automatic felony if the motorist is caught; the victim is a 57 year old homeless man

Mayor’s Ride
• thank you notes were sent to Earth Fare, Microwave Dave, and Scallywags

May 12 meeting minutes were approved.

City Website Update
• BASC members
• host bike route maps that are on hsvbike
• BASC logo
• picture from Mayor’s Ride, which had over 200 attendees
• revised 2006 bike plan
• bike rack functional requirements for the new parking ordinance, the ordinance document contains this information
• a motion was made to establish a website subcommittee, Jamie and Clint are the members
• the subcommittee has an action item to get the bike web page on hsvcity.com updated with a deadline of the next meeting

PSA Update
• the PSA has insufficient content
• a motion was made to establish a PSA subcommittee, Marjorie, Peter, and Dave are the members
• the subcommittee has an action item to talk with Blake about adding content to the PSA or making another PSA more similar to the Baton Rogue one with a deadline of the next meeting

Grants
• Marjorie, Jamie, and Jo have a finished product and will email it to everyone on the committee, and James Moore will process it then send to ALDOT
• Jamie will distribute information about alternative funding sources with no deadline for application to committee members
• TIGER II grants will not be pursued for the current round
• a motion was made to establish a TIGER grant subcommittee, James Moore will investigate who should be on it

Parking Ordinance
• Lisa Leddo sent the May 13 copy to all relevant parties, and the public input so far has been positive

LAB Bicycle Friendly status
• the previous application was in 2007
• a motion was made to establish a Bicycle Friendly Status subcommittee because reviewing the requirements and what needs to be addressed most will be beneficial even if the status is denied; Marjorie, Jamie, James, and Jo are the members
• the subcommittee will prepare to apply this August
• the subcommittee will address who to get to review the application

Traffic Engineering Progress Report
• Rex distributed a handout on types of bicycle racks that he was given
• bicycle racks are in the northwest corner of the courthouse square and across the street from the south side
• an amended ordinance for downtown will allow for expansion of seating on the sidewalk for businesses, and this will limit where bike racks can be placed
• there was an action item to look for the list of locations for bike racks in old minutes, Clint will check on OpenCycleMap for additions
• bicycle traffic counts at the Mayor’s Bike Ride differed by 3 between hand counts and camera counts, and the tube counts differed drastically
• the city owns 1 camera for these counts, and the manufacturer is excited about working together on a PR project since no other city has used this device for counting bicycles

New BASC Member
• SCCC should decide on a new community affairs officer and/or who they want to represent the club on BASC before proceeding
• a motion was made to establish the bylaws review subcommittee, Rex, Peter, and John are the members
• the subcommittee will decide on parameters and bylaws for BASC, including if we want another member or not and who that member should represent
• James wants us to remain open to a new member or members at large
• Marjorie has an action item to educate new members about what the committee has been doing

Police Reports
• no crashes have been reported recently

Road Suitability Map
• Marjorie wants a road suitability map for the entire MPO area and has someone to help with the cartographic part
• Jo anticipates that Richard Grace, the new county engineer, will help a lot with this
• the entire MPO area is beyond the scope of this committee for now
• Clint Patterson will send Jamie the criteria that he used for determining road suitability for the map he generated and posted on hsvbike since all BCI data are not available

Mayor’s Ride
• a motion was made for Michael Holderer to officially thank Microwave Dave & The Nukes and the Mayor for hanging out for a while before and after the ride and talking, Peter will sign

Pro Bike/Pro Walk
• Jo is registered
• the city has insufficient funds to send people from Planning or other departments
• avenues for getting money donated to BASC, such as for attending conferences, was discussed, and the bylaws subcommittee will discuss more if necessary
• Alabike may be able to donate money for this

Minutes
April 7 meeting minutes were approved. April 27 meeting minutes were approved.

Resolution for Sharon and Mike
• Drafted by Michael Holderer, will be read at May 13 city council meeting
• The resolution will be submitted to councilman Kling tomorrow morning
• City council secretary will modify wording if that is necessary
• Peter Hannah will e-mail Rex Reynolds about a moment of silence before the ride and the Mayor mentioning Sharon and Mike Bayler after the proclamation
• Marjorie Holderer made a motion that BASC make a donation to the League of American Bicyclists in lieu of flowers

Media and Promotion
• The media release by Trent Willis is complete
• Bradley Adams will follow up on Fleet Feet
• All media releases by the police department are complete
• The WLRH PSA is complete and is currently being aired

Event Footprint and Route
• Rodney Baker confirmed that the municipal parking garage will be open
• Rodney will make sure the Engineering building is open
• Michael Holderer will bring signs for parking, restrooms, etc
• Power has been confirmed and will be verified at the outlets before Saturday

Tents/Chairs/Tables/Water
• Lou Hovatter will bring all items and an assistant around 8
• Teresa Fitzpatrick volunteered for setup, we should try to find other volunteers
• Scott Erwin will bring 6 cases of water
• Rodney Baker will ask Lou Houvatter for 2 coolers with ice and verify what items she is bringing
• Michael Holderer will bring water coolers and an ice scoop
• Tim Barnack will bring a few hundred paper cups
• Garbage and recycle bins will be there
• Jamie Miernik will bring the AlaBike tent and run it

Mayor Battle and City
• Jo has an action item to check with Trent Willis on an updated proclamation
• James Moore will bring a mounted bike map and BASC logo
• Jo Somers will bring information on traffic signal sweet spots, 3 boxes of bike maps
• James Moore will bring 2-4 additional easels for display of other documents
• Rodney Baker will discuss the pace with Mayor Battle and the pace car driver

Miscellaneous Items
• Teresa Fitzpatrick will bring 150 buttons
• Tim Barnack has 500 wristbands and 500 waivers and will try to bring a box of pens
• SCCC PA system will not be used; Microwave Dave will bring his sound equipment
• Michael Holderer will check with Microwave Dave about playing, participating in the ride, then playing afterwards
• Marjorie, Tim, Peter, and Rodney and family volunteered for registration
• Robert Fitzpatrick will be the emcee for the event
• Michael Holderer will try to find SCCC tickets for door prize drawings
• Rodney Baker will find the POC for the city for the ride
• 3 or 4 bike counts have been conducted, and a variety of methods will be tested for accuracy and efficiency at the Mayor’s Bike Ride

Safety
• Clint Patterson, Jamie Miernik, and Teresa Fitzpatrick will bring floor pumps
• Jamie will put the ABC Quick Check in the script for the emcee
• Trailhead is unable to send a mechanic due to Dirt, Sweat, and Gears
• The emcee will summarize the rules of the road, how to follow the lead car, obeying police officers, and other safety concerns right before the ride
• Atypical pedal cycles will only be removed or banned when they present a safety hazard

Door Prizes
• Jamie Miernik proposed that we get door prizes and draw for them at 11
• Benjo of Scallywags will have donations of bike and coffee items for the door prizes
• Clint Patterson will ask Earth Fare about donating door prizes
• Marjorie Holderer will check with Fleet Feet and Bicycle Works about prizes
• Jamie Miernik will check with Bicycles Etc and Trailhead about prizes
• Clint Patterson made a motion to write a random number selector without replacement for use with the wrist band numbers, it should be modified after registration with the final participant number

Schedule
• Volunteers are needed and should arrive at 8
• Vendors can start at 8 and should be ready by 9
• Registration and events start at 9
• Ride starts at 10
• Door prize drawing is 11
• Events end at 11:30
• Take down is 11:30-12
• Clint Patterson will inform Earth Fare of the schedule

Website
• Clint Patterson will contact Trent Willis about updating the city website
• Clint Patterson will post the BASC logo on hsvbike

Miscellaneous non-Mayor’s Ride Items
• Marjorie Holderer will check with Tricia Hart about getting BASC materials from Sharon’s estate
• Jo Somers will follow up on bike racks in the court house square
• James Moore received a request from John Hubbard for a member of Team Redneck to serve on BASC and will send them the questionnaire
• Jo Somers, Jamie Miernik, and James Moore will work on the MMR for the CARS grant and send it back to ALDOT
• Marjorie Holderer has the action item for getting the date and information for the city to apply for bike friendly city status
• Jo Somers mentioned David Pope’s retirement as Madison county Engineer on May 31st and her anticipation of his replacement Richard Grace having a bicycle friendly attitude.
• James Moore mentioned Share the Road signs being put up in Montgomery County starting June 1st
• Marjorie Holderer suggested BASC members be thinking about a road suitability map for the MPO area in honor of Mike and Sharon

Membership
• Motion to accept John Scott to BASC committee M/S/P.
• Peter Hannah to inform & welcome Mr. Scott to the committee
• Peter Hannah will invite Mr. Scott to the May 1st Cycling Essentials class.

Mayor’s Ride planning
• Rodney Baker to check on transportation of equipment (tables, chairs, tents) to event.
• Rex Reynolds to authorize overtime of city personnel if needed.
• 3 tables, 9 chairs per tent are needed
• Michael Holderer will confirm tent size
• Tent distribution
o Safety City (1 tent)

• Event Footprint – Rodney Baker needs at least 2 weeks notice on footprint, blockage of Fountain for more vendors is possible but needs to be confirmed..

• Michael Holderer to check permit for vendors & revise as necessary.
• WHNT/Robert Reeves will do morning show spots on May 10th – 5:25 AM – Michael Holderer will do 2 min spot. Additional 2 min spots at 6:25, 7:25 and 8:25. Members should decide who will do spots then email Rex Reynolds with names. Rex Reynolds and the Mayor are available for one of the spots.
• May 14 – WAFF midday news – 11:45 am – James Moore will do an in-studio spot.
• WLRH – Sharon and Marjorie to do PSA
• Music for event – No response from Jim Cavender. Marjorie Holderer to check with Microwave Dave’s bass player.
• SCCC has PA system, need to decide on where on footprint & how to get power to it.
• Mayor will do a National Bike Month Proclamation similar to 2009 release.
• Invites to other Mayors, council members etc – Trent Willis will invite & advise list of invitees to BASC.
• 200 Mayor’s Ride flyers were printed & need to be distributed.

PSA update
• PSA is almost done, similar to Baton Route PSA. Need cyclists for shoot on April 13 and 14.

Cycling Essentials
• Course is set for May 1st, 8 am – 5 pm at Safety City
• Cost is $60, discount available for SCCC/Alabike members, cost for COH employees and BASC members is $50.
• Dave Stone to send out registration form to BASC list.
• Form needs to be returned by April 21st.
• Cycling Essentials is a pre-requisite for LCI certification.
• LCI certification course is planned for October.
• Scott Erwin to send May 1st Cycling Essentials announcement to city employees.
• Dave Stone to send LCI outreach information to Jamie Miernik for Madison for their SRTS grant.

Redstone Arsenal Activities
• MWR Fair April 22nd
• MWR Fair May 11th
• Jamie will distribute Mayor’s Ride Flyers at both events.

BASC Logo
• James to incorporate changes as discussed and send out by email for approval.

CARS Grant
• James to provide history by email on CARS grant correspondence.
• James Moore, Jo Somers, Jamie Miernik and Marjorie Holderer to set up a time to coordinate on CARS grant & set up action list and report by next BASC meeting. M/S/P

Traffic Engineering updates
• Jo Somers presented progress and visibility of the intersection triggering/stenciling sweet spots. The following are complete:
o Governor’s and Memorial Parkway (L turn lanes)
o Technology Drive and Sparkman
o Pratt Avenue and Meridian
o Franklin and Governor’s
o Left turn signals at Airport and Chateau and Queensbury Dr.
Still to be marked:
o Add – 9th and Jordan as a priority
o Gallatin and Governors
o Holmes Ave and Jordan Lane
o 14th Street and Governors
o Longwood Ave and Brandon Street at Whitesburg
o Donegal Dr. and Cecil Ashburn

• TE can mark 6 or 8 more in April, arterials & collectors are 1st priority, after that by request.
• Route signage that are needed along 40,55 and 59
• Route 40/55 turn signs are needed at Breckenridge Dr. at Balmoral Dr. SW – Jo to address
• Route 55 shortcut on sidewalk – The city is reluctant to sign the sidewalk due to ordinance – tabled.
• City Council may designate by ordinance certain sidewalks as “Bikeways”. This will be done by the end of the calendar year, especially sidewalk on University between Oster & Meadow.
• “Sweet spots” were painted using stencils, TE to monitor to see how paint wears.

Bike Pike West/$5K
• Thermoplastic sharrows to mark Technology Dr. are expensive – $143.00 each, $3500 to mark Technology Dr.
• TE per Richard Kramer will not use paint on that large a marking.
• Speed test on Technology – will recommend to reduce speed limit on Technology to 40 MPH as part of a bundle of streets to be presented to City Council.
• Technology Drive has been signed with “Share the Road” and “Bikes Allowed Full Use of Lane”.
• TE would like to have a list of bicycle commuters & their routes.
• Survey Monkey provides 7 free questions
• Clint Patterson & Jamie Miernik will work offline on questions
• Survey will be on hsvbike.com
• TE will do bike counts during Mayor’s Ride.
• Also can do equipment test for bike detection at Huntsville High School as part of Bike Month.

Bike Map
• Jo Somers still has 30 boxes of maps. Members need to check various distribution outlets and restock as necessary.

Google Maps
• Google Maps now has bike data, but HSV bike routes are not the most current
• Jamie Miernik and Clint Patterson will keep trying to get this updated.

ProBike/ProWalk
• Sharon Bayler to send email to committee to remind them to register.

National Bike Summit
• Jamie Miernik attended and will send trip report on the National Bike Summit held in Washington, DC.

Police Reports
• Data from Feb 1st to March 31st – one incident on Feb 4th, vehicle struck a cyclist at Taylor and Sutton.
• Sharon Bayler reported on cyclist struck by car at Bankhead and Maysville – official data not yet available.

Tuesday, April 27th, 5:00 – 6:30 pm. Mayor’s Ride and Bike Month planning only.

The committee accepted the resignation of Chris Joy.

Cars Grant

• Rex Reynolds stated that the city received that day the approval for the work plan for the CARS grant. However, it is currently unfunded.
• ALDOT has sent the plan to the Feds, who will piggyback off of our idea.
• Mayor Battle to speak with Joe McInnis, ALDOT director, on 2/11/10, regarding this issue and Dug Hill.

Mayor’s Bike Ride

• Mike Holderer and Clint Patterson have volunteered to be co-chairmen of the Mayor’s Ride.
• James Moore has contacted Channel 31. They will do a live radio broadcast from the Mayor’s Ride.
• Funding – Sponsorships can be accepted. No account set up but can accept donations to the City of Huntsville. Contact Rex Reynolds to set up account approval by the City Council.
• Parade permit has been submitted for May 15th. Route is similar to last year, if any changes meeting should be set up with Sgt. Shahan.
• Scott Erwin – Safety City will set up a booth.
• Spring City Cycling Club will man a booth and provide educational material.
• Vehicle Counters could be used as part of the ride to check if they can detect bicycles.
• Tour de Cure (Diabetes Fundraiser) is also on May 15, however it was decided not to change the date of the Mayor’s Ride.
• Mayor’s PSA will be set up and play at the event. It will be modeled word for word on the Baton Rouge PSA, content is already approved.

Bike Parking Ordinance

• Sharon Bayler circulated a summary of the bike parking ordinance meeting.

Police Reports

• Capt. Rodney Baker noted no reported accidents.
• Clint Patterson asked about ticketing cyclists – is this discrimination? Captain Baker noted that they write 20K tickets a year – many are contested and everyone has the right to contest in court.
• Sharon Bayler to remind SCCC members that tickets are being written for traffic infractions.

Bike Pike

• Jamie Miernick was not present due to business travel.
• Rex Reynolds to re-check possibility of lowering the speed limit on Technology Drive.

SORBA Report

• SORBA will host a major points race on May 2nd.
• SORBA is working with the State Park to raise money for trail maintenance on McKay Hollow Trail and Rocky Trail.

This was an open meeting, members of the community were present.  Community member’s sign up sheet was provided to Teresa Fitzpatrick.

  1. Minutes from 8/05/09 meeting approved with amendment – add Rodney Baker to the attendees list.
  1. Bike Parking Ordnance – Marie Bostick and Lisa Leddo advised that they still need feedback from BASC as to how to structure the Bike Parking Ordinance.  Their research is complete, they just need feedback from cyclists.

ACTION – Jamie, Sharon Marjorie to meet separately to help define the ordinance.

  1. Big Spring Jam – Flyer was passed out, the bike parking is on the flyer.
  1. Map Printing
  • Proof needs to be okayed, once proof approved we can print.
  • Needs to be ready for Green U
  • Marjorie and Peter to proof at lunch on Wednesday, then drop off to James
  1. CARS Grant update
  • 20% match is not part of 2010 city budget – it is a 2009 carryover item.
  • Proposal needs a few modifications, almost ready to send otherwise.
  1. Accident Report data presented by Capt. Rodney Baker

7,500 incidents – including vehicles, bicycles on average per year.

2004 – 24 bicycle accidents

2005 – 28 accidents

2006 – 17

2007 – 12

2008 – 28

2009 – 17 (Through August 27th, 2009)

  • Bike accidents this month – 7 reported
  • 4 bikes at fault (including Gurley cyclist fatality)
  • 3 cars at fault – 1 failure to yield, 2 improper turns.
  • Capt. Baker stated that there is more info in the reports but that they are confidential.
  • Jo Somers advised that TE uses ALDOT resources for statistics are excellent, bikes are coded separately, and there are many parameters for queries as to type of accident, time of day, etc.
  • Main point is that accidents involving cars and bike/peds MUST BE REPORTED (PROMPTLY) for accurate statistics and tracking.
  • Jo Somers reported that there is no pattern as to location in the accidents, but there are patterns in the type of accidents seen in the stats, such as improper passing, intoxicated cyclists, and motorist failure to yield ROW or improper turns.

  1. Traffic Engineering Count – Jo Somers advised that the city has an opportunity to test some new cameras that they may purchase.  These cameras will pick up bikes and pedestrians, which traffic cables do not.  These will be placed around various locations around town over the next week.
  1. Green U at the Botanical Gardens – Marjorie Holderer, Sharon Bayler, Jo Somers and Peter Hannah will man the booth.  Printed materials are necessary as handouts.

  1. It was noted that today, September 15th was the one year anniversary of the death of cyclist Sarah Chapman. Outgoing Co-Chair Jamie Miernik summarized the activities of the BASC since its formation.
  • Committee formed of members from community, advocacy organizations, and local bike clubs.
  • Share the Road Signs purchased & installed, with input from cyclists regarding location
  • Completion of the Bike Route Maps
  • New Signage on Bike Routes
  • Eleven people from Huntsville attended the Louisville, KY Bike Summit
  • Mayor’s Inaugural Bike Ride and proclamation for National Bike Month
  • Established quarterly Public Forum Meetings
  • Training module for the Police Department established to make sure officers know bicycle law
  • Several PSA’s were developed and air regularly on the public service channel
  • WLRH, Clear Channel radio ads (done by public, not by BASC)
  • CARS Grant approved
  • Bike Parking established as part of city events (Big Spring Jam, Panoply)

  1. Marjorie passed out the League of American Bicyclist’s Bicycle Friendly Cities Yearbook to committee members and requested that we apply again as a Bicycle Friendly City for 2010.
  1. Pro Bike Prow Walk Conference will be September 13-17th in Chattanooga, TN.  CARS grant includes funds for attendance.
  1. Dangerous Expansion Joint on Green Cove Road, near Aldridge Creek Greenway – TE will address, possibly with a metal plat over the joint.  Sharon Bayler and Jo Somers to work this off line.
  1. Mention was made of the expansion joints and deteriorating concrete at Ditto Marina – per Captain Baker this is Port Authority, city does not have jurisdiction.  ACTION – Put on agenda for next meeting – can we petition port authority to fix this?
  1. Teresa Fitzpatrick has a list of numbers to call for filing accident report (non-emergency) – 722-7100
    • Public Works (street sweeping/bike lanes swept) – 883-3944 generally a 2 week turn-around.
    • To report littering – 53-CLEAN
  1. Teresa Fitzpatrick reported that help is needed for the BASC website design – Tim Barnack to ask SORBA webmaster.
  1. Safety City – Scott Erwin reported that they are teaching Bicycle Safety to 3rd Grade classes every day, and Kindergartners will begin after December.  Safety City does not have resources for High School age.  Safety City instructors should take LAB Effective Cycling classes.

Meeting called to order by Peter Hannah at 5:07 PM

Introductions:

Peter Hannah introduced the BASC team (see attendees list) and thanked citizens for coming to the open forum.  He mentioned the BASC blog (www.hsvbike.com) and asked for input as BASC represents the public.

Peter introduced Mayor Tommy Battle, who thanked attendees and BASC members, specifically mentioned the Bike Map and the things the committee is doing to make Huntsville better & cycling safer.

BASC Report & Comment Review:

Peter summarized the comments that were posted to the blog pre-meeting

  • Motorist Education
  • Harassment of cyclists by motorists
  • Signage issues (Share the Road and Bike Route Signs)
  • Bike Routes
  • Bike Lanes need to be swept (Providence area)
  • Need support of Council Members (no response from S. Moon).
  • Bike parking ordinance – (need support from public as to where to put bike racks) Ordinance will take approx 1 year to develop.  Once formulated, there will be public interaction/review meetings before the ordinance can be finalized.
  • Traffic signals don’t trigger for cyclists, also green lights too short to allow cyclists to safely clear the intersection.

Dave Stone introduced himself as an LCI (Licensed Cycling Instructor), certified by the League of American Bicyclists.  He mentioned the “Eleven Things You Should Know about Cycling” brochure, and that he is available to teach cycling safety courses.  There are three LCI instructors in Huntsville.  Courses can be tailored to children or school groups, and other educational programs are available.  See bikeleague.org or Dave’s website at www.knology.net/~BikeEdHSV/courses.htm.

Bill Kling mentioned that he has appropriated $5,000 in funding for Share the Road Signage again for the upcoming year (2010).  This was passed at the last City Council Meeting.  It was mentioned that all signs are up in Research Park, but not in other areas.

James Moore advised that almost 80% of signs are up, both Share the Road and Bike Route signs.

James also mentioned that the Bikeways Map is finished, and 10,000 copies were funded & printed, and are going like hotcakes.  At least 3,000 have been distributed.  Thanks again to BASC but especially to Peter for his hard work.

James also mentioned the Long Range Planning Map he had brought – he needs public input.  Map has 400 miles of bike lanes or routes with shoulders which will be phased in over the next 10-15 years as funding becomes available.  This applies to both road widening projects or new road projects.

CARS update – This is on the council agenda for next Thursday, to be approved for next year.

Safe Route to Schools – Rodney Baker mentioned that equipment had been purchased for HPD through SRTS.

Public Forum:

To open the public portion, Peter asked that all who wish to speak state their name, and their district if known.

Kevin Davis – asked for guidance on how to approach our elected representatives (i.e. Montgomery) as to what we can do about cyclists who are killed, there is no witness, and no charges are filed.  What does it take to get the DA’s office to indict?

Rodney Baker stated that charges of vehicular homicide or reckless driving can be filed.  For cell phone usage there is no law prohibiting use.

Rodney Baker also mentioned that the most recent fatality suspected to be bicycle related is still under investigation, and he will update once the investigation is closed, as he cannot comment on an ongoing investigation.

In general, HPD commits traffic resources to statistical areas where large numbers of incidents occur.  Bicycle fatalities are down overall.

Kevin Davis asked if police have the authority to charge if they don’t witness.  Rex Reynolds responded that all laws apply the same to cyclists as to motorists – cyclist can obtain a warrant if injured.  Cyclists are treated the same way as far as evidence.  Rex also stated that new laws, such as the 3 Foot Passing Law, would be good improvements.

Kevin Davis asked if public pressure on elected officials could change this, Rodney Baker replied that the DA’s office is sensitive to cyclist’s issues.  Rodney Baker also stated that the HPD has a higher consciousness now – all officers have been trained in cycling laws and safety and how to take a report for an accident involving a cyclist.

Tyler Brown – Regarding Saturday’s fatality, how will we know the rest of the story, and if a vehicle was involved?  Can this be reported back to BASC, or to the blog?

Per Captain Baker yes this can be put on the blog and also can be updated at next week’s council meeting, once the investigation is complete.  Tyler suggested that accidents might be put on a separate tab on the blog.  Rodney Baker stated that there were approximately 7,500 traffic accidents in HSV in the last year, and 16 bicycle accidents (reported) YTD.

Savannah Clark – reported harassment of teens on bikes in 5 Points by motorists, and stated she does not feel safe.  Captain Baker stated that if they feel endangered or threatened they should call 911.  If not in immediate danger, use the non emergency number.  In either case, get the tag number and report it.  They can swear out a warrant if endangered or threatened, at the very least a police officer can visit the offender.   Guidelines for reporting an incident are on Dave Stone’s website: http://www.knology.net/~BikeEdHSV/Police.pdf

Savannah Clark – Traffic lights are too short for cyclists to cross the intersection safely at O’Shaunnessy and Andrew Jackson.

Tyler Brown – asked if LAB can provide classes & training to those who do not have resources?  Dave replied that this is usually handled at the local level; some cities have money available to fund cycling education.  The Cycling Skills for Parents class is free; the Cycling Essentials class is $60.00.  This fee is for materials and instructor’s time.

Jacqy Stone – Why was the driver of the vehicle that hit Sarah Chapman not charged?  Rex Reynolds – Can only answer in a generic way, but the investigating officer must state that a criminal or negligent act occurred – then the investigation goes to the District Attorney, then to the Grand Jury, and then a warrant obtained.  Investigators consulted with the DA’s office.

Jim Garvin – if the fatality on Saturday turns out to be a hit and run, would the motorist be charged?  Per Rodney Baker, yes, could be charged with vehicular homicide, hit and run, leaving the scene of an accident.  Jamie Miernik stated that AL code states that for vehicular homicide to be charged, there must be gross negligence – some other citation must be issued (such as speeding or drunken driving).  Hitting a cyclist from behind is improper passing.

Jim Garvin – what is the decision tree on whether a law was broken?  On any fatality the investigating officer will consult with the DA’s office.  AL law states that the officer must personally witness, except in the case of a felony (factual evidence available).

Brian Sumners – What can be done about loose dogs?  What is the avenue to pursue?

Rodney Baker stated that City of Huntsville has a leash law, Madison County also.  Report harassing dogs – this falls under civil liability, contact Animal Control or the non-emergency police number.  Animal Control contacts may be found on the Spring City Cycling Club’s website: http://www.springcity.org/communityaffairs/contactagency.shtml

Nolen Clark – Would like to see a list of bike racks the City owns – can some be re-appropriated depending on size and usage.  Some are too large for where they are located, and are underused, whereas other locations have none or racks that are too small.

Nolen Clark – Would like to see a timeline from BASC – what we hope to achieve in 5 years, such as an East/West crossing of the Parkway – this would be big items, for which we would need funding (Jamie stated that a good resource is the Bike Plan – many goals, both short and long term, are already on the Bikeways Plan).  Items in the Bikeways Plan are not as specific and of course current suggestions are needed.

Jim Garvin – would also like to short term goals (such as till end of 2010) – James Moore  stated that there is a different environment concerning cycling.  James is always looking for sources of funding for education, bike racks, etc.  Rex Reynolds also commented on the change in atmosphere such as the Police Dept. roll call training, and that this past year has been a year of planning.  As far as capital planning, bike planning will now show up in the budget.  Jamie Miernik stated that the Long Range Plan has many bike project such as traffic calming, bike friendly signals, etc. and all was been directed by city officials to do such planning.

Jim Garvin – how will such goals be measured and reported back to the public?  Peter advised that these can be reported through the blog or through meeting minutes or in person.

Marjorie Holderer – For 2010 the Federal Highway Administration has advised ALDOT that they must include bike and pedestrian facilities on new roadways or improvements to roadways.

Savannah Clark – Asked how can we address motorist education?  She is open to passing out flyers and using email lists.

Leela Pahl – Regarding motorist education, can city officials, such as the Mayor, step up and say cyclists belong?  Can we do more PSA’s?  She also mentioned that there are many things we can do for free – such as bike events to educate cyclists and motorists.  Take the mayor’s letter of support to the media.

Chris Joy – PSA’s – can the Mayor participate in a PSA – Teresa Fitzpatrick to send copy of request for Mayor to do PSA to Rex Reynolds.

Clint Patterson – Regarding traffic enforcement – from what Rodney Baker said previously, traffic enforcement is focused on high incident areas that cyclists don’t typically ride – can we see some focus on places like Meridian where cyclists don’t feel safe due to speeding.  Rodney Baker asked that speeders be reported and they can add coverage to those areas.

Marjorie Holderer – TNT PSA on WLRH – can we make another PSA about riding at night?  Sharon Bayler suggested we do an event like the “Shining Safely” event held in other cities – to educate folks about night riding.

Jim Garvin – Planet Bike has a light donation program, he has contact info.

Mike Dalen (who was unable to speak but sent in this comment) - would like the city to accelerate the painting of bike lanes in the streets, making it clear to autos that bikes have priority in those lines (“Bikes Only” painted at intersections, etc.).  Priority should be given to main bike commute thoroughfares – Meridean Street, Bailey Cove, Eastern Bypass for starters.

Public meeting June 10th 2009Collective list of concerns, questions, and requests from meeting:

      1.        All road infrastructure projects… Public wants to know who makes the final decisions on projects that pass and get funded… Protocol.. How the public can propose and secure projects in the coming budget! They want a clear explanation of whom or what city departments make these final decisions on what does and doesn’t get funded or done.

      2. Educational Material for Motorists and -Cyclists (4×5, -double-sided sheet, or tri-fold pamphlet) to be stocked at bike shops and visitors center. . . DMV/Drivers Ed.

3.      Notes gathered on awareness, infrastructure, and education:

·         Harassment of cyclists by motorists continues.. . Use of threatening verbiage, Improper use of horns, Objects thrown at cyclists, Motorists passing unaware, too close, and at high speeds.

·         Better motorist awareness on Bailey Cove, Whitesburg, Holmes, Meridian, Old Madison Pike, Drake, Bob Wallace, Airport & parkway crossings

·         Make bike advocacy advertisements more personal so non-cyclists don’t see cyclists as a nuisance. Right now motorists see bikes as something to “give a little room” on the road. If they see us as friends, neighbors, sisters, brothers, parents, children, etc…, perhaps they’d be more inclined to truly “SHARE THE ROAD”

4.      Lengthen Timing of Lights at key bike crossings intersections… Governor’s & Gallatin, Gallatin & Bob Wallace (near HSV High)

·         Sensor triggers for cyclists.., painted on ground/special push button. Many lights in Huntsville won’t trip unless a car is present. Many are green for too short for cyclist travel speed. This is why many cyclists are witnessed or have to resort to running lights.

 

5.      Bicycle/Pedestrian yield light and painted crosswalk at Hastings & Drake.
(Marathon Trail & Bike route 59).

6.      Help stop “Police Harassment” of cyclists.

·         Stop recent backlash of roll-call education… cyclist are being unjustly targeted by officers. Cyclist have reported being pulled over without “real” probable cause and harassed.

·         Public request that bike patrol ride streets as plain clothed cyclists to experience first hand the average cyclists experience in HSV.

·         Stop misinformation by Bike & Patrol Car officers about helmet laws, light laws, as well as -cyclists’ “Rights -to -the -Road”.

·         Police be more aware of motorist responsibility to “Share the Road” with cyclists.

·         Police program to give out lights to cyclists.

·         Share the road bumper stickers on police cruisers.

 

7.      Fix the poor road conditions on Church, Meridian, and Holmes Streets.

8.     Hire a full-time, qualified, bicycle & pedestrian coordinator for Huntsville to
facilitate necessary change

9.      Pedestrian crossings at Parkway & Drake, Airport, Bob Wallace etc…. Needed!

10.  Outreach education for Middle & High School Students… PE Credit for motorist and cyclist road awareness training In school PE Class.. . Credit for home school PE requirements as well.

11.   Larger, more visible “share the road signs” on multi-lane “larger” roads. Example: Whitesburg.

12.  Sharrows. . . placed or painted on roads on high traffic roads.

13.  Widen and put Bike lanes on Old Madison Pike bridge before Slaughter Rd. @ greenway entrance in Research Park. High danger spot for commuting cyclists into Research Park. Are there city Plans for east/west greenway?

14.  Multi-use path between F-565 &the railroad fnrn 4ewntwn out to Research Park and connect wflndian creek greenway.

15.   Police enforcement of speed and cyclist harassment on 5 Lane portion of

  1. Bike Parking Ordnance – Marie Bostick and Lisa Leddo advised that they still need feedback from BASC as to how to structure the Bike Parking Ordinance.  Their research is complete, they just need feedback from cyclists.

7,500 incidents – including vehicles, bicycles on average per year.

2004 – 24 bicycle accidents

2005 – 28 accidents

2006 – 17

2007 – 12

2008 – 28

2009 – 17 (Through August 27th, 2009)

·         Bike accidents this month – 7 reported

·         4 bikes at fault (including Gurley cyclist fatality)

·         3 cars at fault – 1 failure to yield, 2 improper turns.

·         Capt. Baker stated that there is more info in the reports but that they are confidential.

·         Jo Somers advised that TE uses ALDOT resources for statistics are excellent, bikes are coded separately, and there are many parameters for queries as to type of accident, time of day, etc.                   

·         Main point is that accidents involving cars and bike/peds MUST BE REPORTED (PROMPTLY) for accurate statistics and tracking.

  1. Bike Parking
  • Planning dept. is working on a bike parking ordinance, and needs support of BASC.
  • Bike parking will be separate from auto parking
  • Can be simple (based on sq. footage of building) or detailed – based on number of employees, or on zoning.
  • What type of races/lockers should be provided?
  • Who will provide the funding
  • Where should bike parking be located (safety issues, ROW)
  • Who will maintain?
  • Covered or uncovered parking?
  • Target to write the ordinance is minimum 6 months. This includes research, proposal, public meetings and public hearings.
  • After all of the above can be presented to Zoning Committee.
  • End product will be a zoning ordinance enforceable by zoning (city parking is zoning ordinance) or a city cordinance enforceable by city police.  (Marie Bostick indicated that bike parking should follow auto parking and be a zoning ordinance).
  • Bike parking would be required only for new businesses, additions and remodels which expand up to 5% of parking.
  • Memorial donations such as those the Green Team accept for Greenways could also be done for bike parking.
  • Federal tax break for cyclists who commute could increase ridership, Feds may increase rebate in next round.  This would increase demand for lockers and showers.
  • Targets include retail, libraries, employers.  Schools are addressed in other ordinances.
  • BASC should look at other cities our size – what are they doing?  Example – Decatur GA requires a minimum of 2 spaces for every 20 auto spaces.
  • The new Summit – needs recommendations regarding best types of bike racks to install.
  • ACTION – Teresa to scan copy of art rack approval & installation to Lisa Leddo.
  • ACTION – Marjorie to send material on bike racks to Lisa Leddo.
  • Next Steps.  1st cut from Planning to us – need feedback/input (unified) from BASC.  1st cut should be available at next meeting on September 15th.
  • ACTION – Lisa to send items that are good points that she has reviewed to the committee.
  • ACTION – Teresa to ask for input from the bike community.

 

2., Cell Phone Ban

  • Could be city, state or national
  • Can we do a city ordinance?
  • Contact local council members, state and national congressional representatives
  • Teresa to contact Will Culver
  • Per Rodney, we can draft a letter supporting as BASC

 

 

3. CARS Update

  • Was not funded 100%, only 80/20.
  • Marie Bostick will put the 20% match in her budget under Long Range Planning.  THANK YOU MARIE!
  • Feedback from latest proposal submitted on July 8th – it is a done deal, James Moore has notified the DOT that we will use the funds.
  • No determination yet on how we will administer the funding, probably will have to be done through a consultant.
  • Next step – we need to expand on the application and submit a “plumped up” version.  Need feedback on that before we can go out for RFP. 

 

4. Bike Map Update

  1.  
    • Received $5K from Marie Bostick’s budget – THANK YOU MARIE!.
    • $5K can print 10,000 copies
    • PO is written
    • Maps can be available 7 – 10 days
    • Motion was made to let Colonial print the maps M/S/P
    • How many copies should be printed initially?  Should we print a small amount and hand out to riders to de bug?
    • Maps to be distributed at libraries, schools/colleges, visitor’s center, bike shops, recreation areas.

 

5. Enforcement complaints

    • Riders with enforcement complaints must do due diligence & file complaints.

 

6.  Long Range Planning update

  1.  
    • Bike segment is not yet complete.  Jo has sent in and will try to finish by Friday of this week to get it ready for DOT and printing.
    • MPO map – adding additional bike routes
    • 81 – Big Cove Road
    • 76 – Winchester Road, Chase to Maysville
    • No # – Jeff Road/Dry Creek Greenway
    • 25 – Slaughter/Old Madison Pike to 53
    •  64 – Extended (Capshaw to Old Railroad Bed).
    • 11 – Greenbriar – 72 South to Swancott
    • 20 – East on Swancott to Rabbit
    • No # – James Record to Wall Triana to Zierdt to Betts Spring Greenway
    • All of the above are in the Long Range Planning – anywhere from 5 – 20 years out.
    • This puts us in line for surface transportation funding – these are not funded projects but if we don’t put them in the planning they will not be funded.

 

7.  Replacement for Committeeperson Sasha Riffle

·         Sasha Riffle has asked to leave the committee

·         Clint Patterson is a possible replacement, Teresa Fitzpatrick will talk to him about joining the committee.

·         Other possible replacements are Anthony Biggins, A&M Professor, Leela Pahl, Christopher Joy

·         Committee should investigate and establish a policy for replacing BASC members.

·         Ask interested members to come to next meeting, must be willing to show up and work!

 

8. Public Forums

·         Can we open the BASC official meetings up to the public? 

·         James and Jamie should be the final arbiter – possibly open up once/quarter & use council chambers? 

·         Establish policy on open meetings.

 

9. Many thanks to Rodney Baker on WAAY 31 interview after the death of cyclist Carlos Serrano.

 

10.  Bike parking at Big Spring Jam and Panoply

  • Rodney Baker located two bike racks from school consolidation.  Need painting, Green Team to budget $200 for paint, Rodney to see if LineX will primer for free.
  • Police will set up the bike parking, as they decide the footprint for Big Spring Jam (No need for sponsorship or banners). 
  • Bike parking will be located near main gates, near on-duty HPD.
  • Need bike symbol for BSJ maps
  • Jo Somers has a prototype bike symbol, or Planning to check on their library of bike symbols. 
  • ACTION – Teresa to scan symbol & send to Rodney.
  • No merit in having Bike Parking Signs, per Rodney. 
  • Need to notify Ron Grimes if we are doing banners.

 

11. Green U

  • Marjorie to check to see if we can do Green U without having to pay the application fee. 

 

12. Bikes from Impound for Lifecycles

  • Tim Barnack reported that the city would need an ordinance, and that other organizations have approached impound about the surplus bikes. 
  • Tim asked if Lifecycles can have bikes that would otherwise be thrown away – Rex Reynolds to advise.

 

13. BASC accomplishments

  • Rodney asked if we have a central location for all BASC accomplishments
  • Members to send in items to James and Jamie for collection.

 

14 – Report from Rodney

  • Rodney Baker announced we now have a Five Points Bike Patrol.
  • Regarding Car Harrassment, he has discussed with his officers at length.
  • Need to identify the driver, license plate is not sufficient for prosecution.  However, HPD has been willing to confront bad drivers (such as the Scott Payer incident) and talk to them.
  • Action – Marjorie – Need to publish list of city/county contacts (sheriff, animal control, HPD, state police), etc.
