Minutes
May 12 meeting minutes were approved.

City Website Update
• BASC members
• host bike route maps that are on hsvbike
• BASC logo
• picture from Mayor’s Ride, which had over 200 attendees
• revised 2006 bike plan
• bike rack functional requirements for the new parking ordinance, the ordinance document contains this information
• a motion was made to establish a website subcommittee, Jamie and Clint are the members
• the subcommittee has an action item to get the bike web page on hsvcity.com updated with a deadline of the next meeting

PSA Update
• the PSA has insufficient content
• a motion was made to establish a PSA subcommittee, Marjorie, Peter, and Dave are the members
• the subcommittee has an action item to talk with Blake about adding content to the PSA or making another PSA more similar to the Baton Rogue one with a deadline of the next meeting

Grants
• Marjorie, Jamie, and Jo have a finished product and will email it to everyone on the committee, and James Moore will process it then send to ALDOT
• Jamie will distribute information about alternative funding sources with no deadline for application to committee members
• TIGER II grants will not be pursued for the current round
• a motion was made to establish a TIGER grant subcommittee, James Moore will investigate who should be on it

Parking Ordinance
• Lisa Leddo sent the May 13 copy to all relevant parties, and the public input so far has been positive

LAB Bicycle Friendly status
• the previous application was in 2007
• a motion was made to establish a Bicycle Friendly Status subcommittee because reviewing the requirements and what needs to be addressed most will be beneficial even if the status is denied; Marjorie, Jamie, James, and Jo are the members
• the subcommittee will prepare to apply this August
• the subcommittee will address who to get to review the application

Traffic Engineering Progress Report
• Rex distributed a handout on types of bicycle racks that he was given
• bicycle racks are in the northwest corner of the courthouse square and across the street from the south side
• an amended ordinance for downtown will allow for expansion of seating on the sidewalk for businesses, and this will limit where bike racks can be placed
• there was an action item to look for the list of locations for bike racks in old minutes, Clint will check on OpenCycleMap for additions
• bicycle traffic counts at the Mayor’s Bike Ride differed by 3 between hand counts and camera counts, and the tube counts differed drastically
• the city owns 1 camera for these counts, and the manufacturer is excited about working together on a PR project since no other city has used this device for counting bicycles

New BASC Member
• SCCC should decide on a new community affairs officer and/or who they want to represent the club on BASC before proceeding
• a motion was made to establish the bylaws review subcommittee, Rex, Peter, and John are the members
• the subcommittee will decide on parameters and bylaws for BASC, including if we want another member or not and who that member should represent
• James wants us to remain open to a new member or members at large
• Marjorie has an action item to educate new members about what the committee has been doing

Police Reports
• no crashes have been reported recently

Road Suitability Map
• Marjorie wants a road suitability map for the entire MPO area and has someone to help with the cartographic part
• Jo anticipates that Richard Grace, the new county engineer, will help a lot with this
• the entire MPO area is beyond the scope of this committee for now
• Clint Patterson will send Jamie the criteria that he used for determining road suitability for the map he generated and posted on hsvbike since all BCI data are not available

Mayor’s Ride
• a motion was made for Michael Holderer to officially thank Microwave Dave & The Nukes and the Mayor for hanging out for a while before and after the ride and talking, Peter will sign

Pro Bike/Pro Walk
• Jo is registered
• the city has insufficient funds to send people from Planning or other departments
• avenues for getting money donated to BASC, such as for attending conferences, was discussed, and the bylaws subcommittee will discuss more if necessary
• Alabike may be able to donate money for this

Minutes
April 7 meeting minutes were approved. April 27 meeting minutes were approved.

Resolution for Sharon and Mike
• Drafted by Michael Holderer, will be read at May 13 city council meeting
• The resolution will be submitted to councilman Kling tomorrow morning
• City council secretary will modify wording if that is necessary
• Peter Hannah will e-mail Rex Reynolds about a moment of silence before the ride and the Mayor mentioning Sharon and Mike Bayler after the proclamation
• Marjorie Holderer made a motion that BASC make a donation to the League of American Bicyclists in lieu of flowers

Media and Promotion
• The media release by Trent Willis is complete
• Bradley Adams will follow up on Fleet Feet
• All media releases by the police department are complete
• The WLRH PSA is complete and is currently being aired

Event Footprint and Route
• Rodney Baker confirmed that the municipal parking garage will be open
• Rodney will make sure the Engineering building is open
• Michael Holderer will bring signs for parking, restrooms, etc
• Power has been confirmed and will be verified at the outlets before Saturday

Tents/Chairs/Tables/Water
• Lou Hovatter will bring all items and an assistant around 8
• Teresa Fitzpatrick volunteered for setup, we should try to find other volunteers
• Scott Erwin will bring 6 cases of water
• Rodney Baker will ask Lou Houvatter for 2 coolers with ice and verify what items she is bringing
• Michael Holderer will bring water coolers and an ice scoop
• Tim Barnack will bring a few hundred paper cups
• Garbage and recycle bins will be there
• Jamie Miernik will bring the AlaBike tent and run it

Mayor Battle and City
• Jo has an action item to check with Trent Willis on an updated proclamation
• James Moore will bring a mounted bike map and BASC logo
• Jo Somers will bring information on traffic signal sweet spots, 3 boxes of bike maps
• James Moore will bring 2-4 additional easels for display of other documents
• Rodney Baker will discuss the pace with Mayor Battle and the pace car driver

Miscellaneous Items
• Teresa Fitzpatrick will bring 150 buttons
• Tim Barnack has 500 wristbands and 500 waivers and will try to bring a box of pens
• SCCC PA system will not be used; Microwave Dave will bring his sound equipment
• Michael Holderer will check with Microwave Dave about playing, participating in the ride, then playing afterwards
• Marjorie, Tim, Peter, and Rodney and family volunteered for registration
• Robert Fitzpatrick will be the emcee for the event
• Michael Holderer will try to find SCCC tickets for door prize drawings
• Rodney Baker will find the POC for the city for the ride
• 3 or 4 bike counts have been conducted, and a variety of methods will be tested for accuracy and efficiency at the Mayor’s Bike Ride

Safety
• Clint Patterson, Jamie Miernik, and Teresa Fitzpatrick will bring floor pumps
• Jamie will put the ABC Quick Check in the script for the emcee
• Trailhead is unable to send a mechanic due to Dirt, Sweat, and Gears
• The emcee will summarize the rules of the road, how to follow the lead car, obeying police officers, and other safety concerns right before the ride
• Atypical pedal cycles will only be removed or banned when they present a safety hazard

Door Prizes
• Jamie Miernik proposed that we get door prizes and draw for them at 11
• Benjo of Scallywags will have donations of bike and coffee items for the door prizes
• Clint Patterson will ask Earth Fare about donating door prizes
• Marjorie Holderer will check with Fleet Feet and Bicycle Works about prizes
• Jamie Miernik will check with Bicycles Etc and Trailhead about prizes
• Clint Patterson made a motion to write a random number selector without replacement for use with the wrist band numbers, it should be modified after registration with the final participant number

Schedule
• Volunteers are needed and should arrive at 8
• Vendors can start at 8 and should be ready by 9
• Registration and events start at 9
• Ride starts at 10
• Door prize drawing is 11
• Events end at 11:30
• Take down is 11:30-12
• Clint Patterson will inform Earth Fare of the schedule

Miscellaneous non-Mayor’s Ride Items
• Marjorie Holderer will check with Tricia Hart about getting BASC materials from Sharon’s estate
• Jo Somers will follow up on bike racks in the court house square
• James Moore received a request from John Hubbard for a member of Team Redneck to serve on BASC and will send them the questionnaire
• Jo Somers, Jamie Miernik, and James Moore will work on the MMR for the CARS grant and send it back to ALDOT
• Marjorie Holderer has the action item for getting the date and information for the city to apply for bike friendly city status
• Jo Somers mentioned David Pope’s retirement as Madison county Engineer on May 31st and her anticipation of his replacement Richard Grace having a bicycle friendly attitude.
• James Moore mentioned Share the Road signs being put up in Montgomery County starting June 1st
• Marjorie Holderer suggested BASC members be thinking about a road suitability map for the MPO area in honor of Mike and Sharon

Minutes
March meeting minutes approved as amended. M/S/P.

Membership
• Motion to accept John Scott to BASC committee M/S/P.
• Peter Hannah to inform & welcome Mr. Scott to the committee
• Peter Hannah will invite Mr. Scott to the May 1st Cycling Essentials class.

Mayor’s Ride planning
• Rodney Baker to check on transportation of equipment (tables, chairs, tents) to event.
• Rex Reynolds to authorize overtime of city personnel if needed.
• 3 tables, 9 chairs per tent are needed
• Michael Holderer will confirm tent size
• Tent distribution
o Safety City (1 tent)
o Registration (1 tent)
o Advocacy (SCCC, BASC, Alabike) – (1 tent)
o Planning Dept. (1 tent)

• Event Footprint – Rodney Baker needs at least 2 weeks notice on footprint, blockage of Fountain for more vendors is possible but needs to be confirmed..
• Clint Patterson has hi-res map of site to help with footprint.
• Michael Holderer will review number of vendors and how to place them.
• Michael Holderer to check permit for vendors & revise as necessary.
• WHNT/Robert Reeves will do morning show spots on May 10th – 5:25 AM – Michael Holderer will do 2 min spot. Additional 2 min spots at 6:25, 7:25 and 8:25. Members should decide who will do spots then email Rex Reynolds with names. Rex Reynolds and the Mayor are available for one of the spots.
• May 14 – WAFF midday news – 11:45 am – James Moore will do an in-studio spot.
• WLRH – Sharon and Marjorie to do PSA
• Music for event – No response from Jim Cavender. Marjorie Holderer to check with Microwave Dave’s bass player.
• SCCC has PA system, need to decide on where on footprint & how to get power to it.
• Mayor will do a National Bike Month Proclamation similar to 2009 release.
• Invites to other Mayors, council members etc – Trent Willis will invite & advise list of invitees to BASC.
• 200 Mayor’s Ride flyers were printed & need to be distributed.

PSA update
• PSA is almost done, similar to Baton Route PSA. Need cyclists for shoot on April 13 and 14.

Cycling Essentials
• Course is set for May 1st, 8 am – 5 pm at Safety City
• Cost is $60, discount available for SCCC/Alabike members, cost for COH employees and BASC members is $50.
• Dave Stone to send out registration form to BASC list.
• Form needs to be returned by April 21st.
• Cycling Essentials is a pre-requisite for LCI certification.
• LCI certification course is planned for October.
• Scott Erwin to send May 1st Cycling Essentials announcement to city employees.
• Dave Stone to send LCI outreach information to Jamie Miernik for Madison for their SRTS grant.

Redstone Arsenal Activities
• MWR Fair April 22nd
• MWR Fair May 11th
• Jamie will distribute Mayor’s Ride Flyers at both events.

BASC Logo
• James to incorporate changes as discussed and send out by email for approval.

CARS Grant
• James to provide history by email on CARS grant correspondence.
• James Moore, Jo Somers, Jamie Miernik and Marjorie Holderer to set up a time to coordinate on CARS grant & set up action list and report by next BASC meeting. M/S/P
• Jo Somers will provide lunch.

Traffic Engineering updates
• Jo Somers presented progress and visibility of the intersection triggering/stenciling sweet spots. The following are complete:
o Governor’s and Memorial Parkway (L turn lanes)
o Technology Drive and Sparkman
o Pratt Avenue and Meridian
o Franklin and Governor’s
o Left turn signals at Airport and Chateau and Queensbury Dr.
Still to be marked:
o Add – 9th and Jordan as a priority
o Gallatin and Governors
o Holmes Ave and Jordan Lane
o 14th Street and Governors
o Longwood Ave and Brandon Street at Whitesburg
o Donegal Dr. and Cecil Ashburn

• TE can mark 6 or 8 more in April, arterials & collectors are 1st priority, after that by request.
• Route signage that are needed along 40,55 and 59
• Route 40/55 turn signs are needed at Breckenridge Dr. at Balmoral Dr. SW – Jo to address
• Route 55 shortcut on sidewalk – The city is reluctant to sign the sidewalk due to ordinance – tabled.
• City Council may designate by ordinance certain sidewalks as “Bikeways”. This will be done by the end of the calendar year, especially sidewalk on University between Oster & Meadow.
• “Sweet spots” were painted using stencils, TE to monitor to see how paint wears.

Bike Pike West/$5K
• Thermoplastic sharrows to mark Technology Dr. are expensive – $143.00 each, $3500 to mark Technology Dr.
• TE per Richard Kramer will not use paint on that large a marking.
• Speed test on Technology – will recommend to reduce speed limit on Technology to 40 MPH as part of a bundle of streets to be presented to City Council.
• Technology Drive has been signed with “Share the Road” and “Bikes Allowed Full Use of Lane”.
• TE would like to have a list of bicycle commuters & their routes.
• Survey Monkey provides 7 free questions
• Clint Patterson & Jamie Miernik will work offline on questions
• Survey will be on hsvbike.com
• TE will do bike counts during Mayor’s Ride.
• Also can do equipment test for bike detection at Huntsville High School as part of Bike Month.

Bike Map
• Jo Somers still has 30 boxes of maps. Members need to check various distribution outlets and restock as necessary.

Google Maps
• Google Maps now has bike data, but HSV bike routes are not the most current
• Jamie Miernik and Clint Patterson will keep trying to get this updated.

ProBike/ProWalk
• Sharon Bayler to send email to committee to remind them to register.

National Bike Summit
• Jamie Miernik attended and will send trip report on the National Bike Summit held in Washington, DC.

Police Reports
• Data from Feb 1st to March 31st – one incident on Feb 4th, vehicle struck a cyclist at Taylor and Sutton.
• Sharon Bayler reported on cyclist struck by car at Bankhead and Maysville – official data not yet available.

Next meeting
Tuesday, April 27th, 5:00 – 6:30 pm. Mayor’s Ride and Bike Month planning only.

Traffic Signal Trigger Update

Traffic Engineering has finished adjusting all the intersections on their list, which is attached. Only Brandon/Whitesburg could not be adjusted, and many bikes will trigger it now. If you have problems with the intersections listed, try rolling through the same point at the back of the loop as marked on the front and stay on the metal line the whole way. If that does not work, report your problem and the type of bike used here. It may be worth trying to lay your bike down to get as much metal as possible close to the stencil; I would like to know how well this works.

Mayor’s Bike Ride

The 2nd annual Mayor’s Bike Ride opens for events and registration on May 15 9:00 am at the corner of Williams Avenue and Fountain Circle. The ride rolls out at 10:00 on a family-friendly HPD-protected 4 mile loop around downtown with a 2 mile bailout option. Helmets are required. Come enjoy goodies from Scallywags Bikes & Coffee and Earth Fare and learn about safe routes to the new store on University. Microwave Dave and the Nukes will be playing before and after the ride. There will be Safety City and advocacy tents where you can learn about what is being done to improve bike safety in Huntsville. At 11:00 there will be door prize drawings.

Traffic Engineering request

from Traffic Engineering – We have practically no data relevant to bicycles. Our accident information is good but that is it. We need bicycle counts; good information will help us make better decisions. We need your advise on where to count. Where are the intersections that are most used by cyclist? We’ve all ready counted at Sparkman and Technology. Where should we go next? Note last time they measured from 9:30am to 4:30pm.
